The unemployment rate increased slightly from 9.5% in July to 9.6% in August. Total private employment continued a modest trend and increased with 67,000 jobs, but these gains were offset by 121,000 government layoffs. The difference between government layoffs and private gains led to the .1% increase, as the graph below shows. Additionally, 114,000 of the 121,000 government layoffs were temporary census employees, according to the Labor Department [.pdf]. Only 82,000 temporary census workers remain – down from 564,000 in May.
